ranked Moreno Cardenas Inc., of El Paso among the Top 100 Design Firms in Texas for 2007. The firm is ranked 77th overall and is the 3rd largest Hispanic minority-owned firm on the 2007 Texas list. MCi was founded in 1990 by Joe Cardenas, P.E. and Robert Moreno, P.E. MCi is a professional engineering firm specializing in transportation, water resources, municipal public works, land development and construction management services.
