The Spur 601 Project is a $280 million Design-Build, Pass-Through Financing project of TxDOT. The project is being developed jointly with the City of El Paso, the Federal Aviation Administration, and Fort Bliss, Texas to address the traffic demands resulting from the ongoing expansion of Fort Bliss and the anticipated development of the City's eastern areas. Fort Bliss is currently expanding its infrastructure and housing facilities for its estimated 21,000 new troops.

The Spur 601 extends approximately 7.4 miles from US 54 (Patriot Freeway) at its western limit to Loop 375 (Purple Heart Memorial Freeway) at its eastern limit. The highway consists of a 6-lane (mainlanes) divided facility west of Airport Road and a 4-lane (mainlanes) divided facility, configured to accommodate two future HOV or managed lanes, east of Airport Road. The mainlanes from US 54 to Chaffee Road are proposed on an elevated structure. To the east of Chaffee Road, the mainlanes are proposed to be grade separated from intersecting streets. The intersecting streets include US 54, Railroad Drive, Union Pacific Railroad/Road, Marshall Street, US National Cemetery/Sun Metro Bus Facility Access Road, Fort Bliss Railroad, Jeb Stuart Road, and Chaffee Road.

The Project also includes the extension of Global Reach Drive, the relocation of Walter Jones Boulevard, and the Backage Road at the East Biggs Access Control Point Road (Constitution) totaling approximately 2.5 miles.

MCi served as Task Leader for all drainage design, roadside grading and relocation and extension of water and wastewater facilities. MCi's services included:

• Drainage and floodplain studies for an Application for a Conditional Letter of Map Revision from FEMA
• Application for a Letter of Map Revision at completion of project
• Roadside grading (swales/ditches, shoulders/, intersections/interchanges)
• Roadway vertical design coordination
• Design of relocation and extension of potable water pipelines
• Design of relocation and extension of sanitary sewer pipelines
• Preparation of Utility Assemble Packages
• Coordination with project stakeholders and approving agencies
• Quantity take-offs
• Plans, specifications, and estimates (PS&E)
• Quality Control audit services for all disciplines of the project

The project will be completed in 2011.
